LeoVasanko 9da1abc2c7 Handshake: carry ready-frame rejections into the connection state

The satellite's domain rejections at registration/reconnect were dropped
until the next domains_ack; seed the connection with them so the upstream
link list shows conflicts immediately. Plus a dead frontend import.

Added configurable timeout settings to paskia-js, used in our frontend as well. The default fetch timeout has been changed to 10s from prior 1s, but we maintain 1s for auth endpoints in internal use.
